Each flat has an inset balcony, which gives an enclosed feeling and avoids vertigo. Below is a model for the lay- out of the centre of Black- bird Leys. The buildings are grouped round an elon- gated traffic island which is the culminating point of the main link road from the pro- posed Cowley Centre in Between Towns Road. On the west of the island it is proposed to build a unit of twelve shops in three articu- lated blocks. Each shop will I have a two-storey maisonette above for the use of the tenants. The model shows a 3-storey block of flats adjacent, and the development to the rear of these blocks will be varied housing in the form of two-storey houses, three- storey flats and four-storey maisonettes. On the south-east corner, is a proposed secondary modern school. On the east side of the traffic island there are indicated sites for a church, com-> munity centre and public house, which it is hoped will be built at some fairly early date in the future. 26 JUL 1960 The scheme has been designed by the City Architect and Planning Officer, Mr. E.
